BENGAL AEROTROPOLIS PROJECT AT DURGAPUR - ASANSOL, DIST. BURDWAN >>

 
The Aviation sector is all set to have a new look in the industrial canvas of West Bengal. WBIDC which plays a pioneering role in provision of industrial infrastructure in West Bengal has entered into a Joint Venture Development Agreement (JVDA) with Bengal Aerotropolis Projects Ltd. (BAPL) in 2008 to set up Durgapur Aerotropolis in DURGAPUR-ASANSOL region in Burdwan district of West Bengal. Durgapur Aerotropolis, with state-of-art industrial, urban and social infrastructure will house apart from a green field Airport, aviation-intensive businesses and related enterprises, clusters of business parks, logistics parks, industrial parks and a township.

Durgapur Aerotropolis will be India’s first Aerotropolis project and first privately owned merchant airport.

Changi Airports International, one of the largest Airport management companies in the world, has 26% equity stake in BAPL. Changi Airports International is overseeing all aspects of airport construction and would also look after the initial operation of the airport. The project which has received all the necessary clearances and approvals is progressing as per schedule.

Some of the most developed aerotropoli are in city-states such as Hong Kong, Singapore and Dubai and the proposed Durgapur Aerotropolis is expected to bring about similar socio-economic development of the Durgapur-Asansol region and create the second metropolitan city in the state after Kolkata.

The proposed Durgapur Aerotropolis Project would meet the needs of an airport in the Durgapur–Asansol planning area, and also the industrialization and urban needs of the region. The Project is expected to show:

Locational Advantage :
 
Located at a distance of 160 km from Kolkata, Durgapur city is the home to some of the largest industrial units in the state, Durgapur Steel Plant, an integrated steel plant of SAIL; Alloy Steels Plant of SAIL and CMERI, a CSIR laboratory.
Durgapur together with Asansol and nearby municipalities forms the Asansol Urban Agglomeration which is a ‘mission city’ under the JNNURM project. This fast emerging industrial and commercial hub has multifarious projects in the pipeline that include residential complexes, integrated townships, SEZ’s and industrial estates.
The site is well serviced by rail links and Express, Mail trains and several inter-city superfast trains ply between Kolkata and Durgapur on a regular basis.
The Durgapur Expressway toll road and the NH-2 connect the site with rest of the country. The Durgapur Expressway, linking Dankuni with Memari on Grand Trunk Road, allows fast communication and cost effective transport access to different parts of the state.

Promoters of the Project :
The Aerotropolis Project is promoted by Bengal Aerotropolis Project Ltd. (BAPL) which is a Special Purpose Company engaged in the development of Aerotropolis projects in India. BAPL is a sister concern of a Joint Venture company of HUDCO - Pragati Social Infrastructure & Development Limited (PSIDL). Its other shareholders are City star Infrastructures Limited, Lend Lease Company (I) Limited and Pragati 47 Development Limited.
 

PANAGARH INDUSTRIAL PARK, AT PANAGARH, BURDWAN >>

West Bengal Industrial Development Corporation Limited (WBIDC) is setting up a modern Industrial Park over 1458 acres at Panagarh in Burdwan district. Panagarh-Kanksa belt is a favorable destination for industries due to the availability of industrial infrastructure and climate. Recently Panagarh is emerging as one of the finest places of technical education. Already 2 major engineering and management Institutes (DIATM & AIEM) are running under the belt of Panagarh. Both the Indian Army and Air Force have their establishment at Panagarh. An airport is also located here which is extensively used by Indian Air Force. It is well connected with road and railway. Sufficient power is available for the prospective industries at the park.

Details of the Park
The industrial park is spread over 1458 acres of land under Ausgram-II, Galsi-I and Kanksa block.
The project site is well connected by roads with Kolkata, the state's capital, located approximately 150 km in south-east direction.
The site is bounded by National Highway No: 2 connecting it to the Delhi. Site is also connected with NH - 34 and Panagarh-Moregram State Highway.
The park is well connected by railways. The nearest railway station is Panagarah at 0.8 Km from site.
The park is very close to the Durgapur industrial zone.
Nearest Airport- Proposed Andal Aerotropolis.
DVC canal is passing through the site.
The anchor unit of the park M/s. Matix Fertilizers & Chemicals Ltd. has set up their unit in the park in approximately 500 acres of land.
All prospective investors are entitled to incentives available as per West Bengal Incentive Scheme.
 
Infrastructural Support at the Industrial Park
Roads: All the plots within the park will be connected through arterial roads of 30 m, 24 m and internal roads of 18 m, 15 m width. The construction of road is under progress.
Drainage: Construction of drainage along both sides of arterial and internal roads in progress.
Power sub-stations: WBIDC has handed over two plots to WBSEDCL for setting up of 33/11 KV Substations (work in progress) and one plot to WBSETCL for setting up of 220/132 KV Substation. Power tariff will be as per the existing tariff plans.
Water supply: Supply of Industrial and potable water is under progress. Ground water can be used with the approval of appropriate authority till surface water is made available.
Other facilities: Other facilities like street lighting, sewerage system, common effluent treatment plant, solid waste management system etc are under development.

Present Status of Land/ Plot within the park
The park is divided into two sides – Northern Side (Zone-I) and Southern Side (Zone-II).
Both the Zones are divided into smaller plots.
Approximately 498.49 acres of land has already been allotted to M/s Matix Fertilizers and Chemicals Ltd. for setting up of a 2200 MTPD Ammonia Plant and 3850 MTPD single stream Urea Plant.
M/s. H&R Johnson (India) has been allotted approximately 60 acres of land for Ceramic Tiles Manufacturing Unit.
M/S Indo Gulf Fertilizer has been allotted land in the park.
HPCL has been allotted 75 acres land for their bottling plant
Globus Spirit Ltd. Has been allotted land for their distillery Project.
Many applications for allotment of land are under process.

FOUNDRY PARK >>

In association with Foundry Association, WBIDC is setting up a modern Foundry Park at Hawlibagan under PS-Sankrail on Ranihati-Amta Road in Howrah district. Out of 924 acres of land identified, already 300 acres have been purchased. The balance will be purchased through a committee set up by the State Government. A Special Purpose Vehicle, called Foundry Cluster Development Association has been incorporated. The project cost has been estimated at Rs. 130 crore. DIPP, ministry of Commerce, Government of India has sanctioned Rs. 42.39 crores as grant to meet a part of the cost of the project component under Industrial Infrastructure Upgrading Scheme. The first installment of Rs. 8 crores has been disbursed to the SPV. ILFS has sanctioned Rs. 30 crore as term loan. Balance fund will be provided by the Indian Foundry Association. About 200 units are expected to come up in the park with investment of approximately Rs. 1600 crores. It is also expected that the project will generate employment for 30000 people.

RUBBER PARK >>

All India Rubber Association is in the process of setting up a Modern Rubber Park at Sankrail in Howrah District. About 35 acres of land has been acquired out of total requirement of 170 acres. The remaining land is under process of direct purchase by a committee formed by the State Government. A Special Purpose Vehicle (SPV) called South Asia Rubber & Polymers Park Ltd. has been incorporated. DIPP, Government of India has sanctioned Rs. 15.17 crores as grant for infrastructure facilities at Rubber Park under IIUS scheme.

The first installment of 20% amounting to Rs. 3.14 crores has been released to the SPV. The corporation has sanctioned a term loan of Rs. 2.90 crores. The balance amount of Rs. 11.12 crores will be contributed by the member units of All India Rubber Industries Association. About 250 units are expected to come up in the Rubber Park. For manufacturing rubber seeds, footwear, rubber hoses, tubes, micro cellular sheets, Hawai chappals, automotive rubber products etc. which is to generate employment for 16000 people.

Background & Objectives
West Bengal Industrial Development Corporation Limited (WBIDC) is the nodal agency of the State Government for the development of medium and large scale industries in the state of West Bengal. WBIDC also facilitates the timely development and maintenance of infrastructure for growth of industries in the state of West Bengal.
The handicrafts sector is one of the most vital sectors of our economy, both for generating employment as well as earning foreign exchange for the country. Zari is also an important part of this sector. The history of Zari Industry dates back to past several centuries. West Bengal has a rich and continuing tradition of craftsmanship. Over the years the industry has faced numerous problems including the threat of extinction due to its unorganized nature. The industry still survives due to the strong will of the crafts men. The industry is mainly concentrated in Panchla & Jagatballabhpur blocks of the Howrah District.
 
Keeping this in view, the State Government has taken up a plan to develop this Industry so that the actual workers who are the real architects of the Industry get due support for economic upliftment.

WBIDC has conceived of a cluster of Zari units with all necessary infrastructure support. For the purpose an already constructed three storied building located just beside Food Park at Sankrail, Howrah, West Bengal has been identified as the proposed Zari Hub Centre.

Price of modules at Standard Design Factory (SDF) Buildings

Total 40.5 numbers of modules are being offered on lease basis out of 48 modules.
Each of module size is 2534.09 sq. ft. and modules available at the multiple 2534.09 sq. ft. area.** Super built up area
The modules will be allotted on lease hold basis for 99 years. ** It may be noted that a small variation in the area of modules as mentioned above may occur. The price of the module will be charged accordingly. The price of the module will be charged accordingly.
These modules give maximum flexibility to the investors in designing internal layouts, best suited to their business.
Applicant may apply for a single module or multiples thereof.
The Lease premium for the modules is Rs. 2825/- per sq. ft.
Premium for car Parking space @ Rs. 1 Lakh and Security Deposit for Operation and Maintenance @ Rs. 1 Lakh/2Lakh (depending upon module size) will be charged extra.
Over and above the lease premium as mentioned above, the Lessees of the Park shall have to pay annual lease rent and bear the regular monthly expense towards Operation/ Maintenance & Security expenses.

Total 13 numbers of modules of different sizes are being offered on lease: (details will be provided on request)
The modules will be allotted on lease hold basis for 99 years.

Premium for car Parking space @ Rs. 1 Lakh and Security Deposit for Operation and Maintenance @ Rs. 1 Lakh/2Lakh (depending upon module size) will be charged extra.

Price of modules for Artisans

Artisans planning to book module for their own use, may book small sized module having area of 500 sq. ft. (proof of artisans need to be submitted)
The modules will be allotted on lease hold basis for 99 years.
The Lease premium for the modules is Rs. 1921/- per sq. ft. (Subsidized)
Artisans will not have to pay Operation and Maintenance charge for the five years from the date of possession.
Modalities of Application

Application for Allotment of Module
Interested entrepreneurs along with interested artisans can apply to WBIDC for allotment of modules in SDF and CFB Building should be made in the prescribed format, which is known as Declaration of Intent (DOI) and is linked bellow.

DOI should be accompanied by
1. Detailed documents in regard to the Project, as per the list given with DOI have to be submitted.
2. Application fee as per following structure per module in the form of bank draft in favour of ‘West Bengal Industrial     Development Corporation’ payable on any bank in Kolkata.

3. Application fee will be adjusted with the total cost of the modules for successful allottes.

6. Payment Terms are as follows:
a. One time Down-Payment option: Early bird discount of 5% will be applicable, if the total amount and premium for Car Parking space is paid within 30 days of issuance of this LOI.
b. Installment Payment Option: Total price can be paid in 4 unequal installments. No Discount will be applicable. In this case, premium for Car Parking space is need to pay with 1st installment.
7. Possession will be handed over only on complete payment of all dues and in the year of 2016.

All payments are to be made through Demand Draft in favour of ‘West Bengal Industrial Development Corporation’ payable on any bank in Kolkata.

The Light-Engineering Park

In an effort to promote the growth of the toy industry in the state, the Government of West Bengal conceived and set up Toy Park Phase I in Sector III of Salt Lake in Kolkata. But the changing character of the park, with demand for space arising mostly from non-toy manufacturing units, led towards' widening the scope of the Park and renaming of the Park to Shilpangan, which means the industrial hub. This Park, built on the cluster concept is aimed at providing the entrepreneurs with all the necessary infrastructure and support facilities within a single complex at an affordable cost.

The Park already has a six-storied Standard Design Factory (SDF) building with super built up area of 7,320 sq.m., meant for setting up manufacturing units and a three-storied Common Facilities Building (CFB) with super built up area of 1,880 sq.m. for setting up support units, meant for efficient functioning of manufacturing units. It also have a children’s park along with an Amphitheatre and a two-storied building having a hall and a restaurant and other facilities like service kitchen, store and toilet.

Park Informations
The Garment Park has been developed in two phases. The project developed in 8.78 acres of land has a total built up space of 6,75,000 sq. ft. comprising of Five Standard Design Factories (SDF) buildings for setting up manufacturing units and one Common Facilities Building (CFB) for setting up supporting facilities for efficient functioning of the manufacturing units.
Designed to afford maximum flexibility to the owners for re-designing internal layouts, best suited to their respective businesses
Phase-I consists of three SDFs, one CFB, one workers’ hostel and Truckers’ facility centre.
Phase II consists of two SDF buildings with 40 modules.

Rishi Bankim Shilpaudyan is spread over on a parcel of land measuring 97.38 acres in Mouza-Malancha, P.S. Bijpur, Mouza-Rampur, P.S. Bijpur and Mouza-Rajendrapur, P.S.Naihati in the district of North 24 Parganas. The park is adjoining the Kalyani Expressway.

Road: In terms of road transportation, the project has the advantage of being part of the Kalyani Expressway. Present 2 lane road is under upgradation by Kolkata Metropolitan Development Authority (KMDA) into a four lane road.
National Highway 34 runs almost parallel to the Kalyani Expressway at about a distance of 10 Km and KMDA has also proposed for a highway connecting the two.
Airport: Rishi Bankim Shilpaudyan has the advantages of domestic and international airport within 25 Km (Netaji Subhas Chandra Bose International Airport).
Railway Connectivity: As far as railway connectivity is concerned, Naihati and Halisahar, the two important railway stations are only 2 Km away and it can be accessed through Eastern railway-Sealdah division Mainline. Howrah, a major railway node is also about 50 km away.
Waterways: Regular ferry services are available to this area. The nearest ghat is Naihati which is 4 Km from site. Around 57 ferry stations are connected to this area.
Seaport: The nearest port is Kolkata Port being approximately 65 Km away from the park.

West Bengal Industrial Development Corporation (WBIDC), the nodal agency of the State Government, responsible for promoting industrialization in the State, is setting up an Industrial Park over approximately 1150 acres of land near Kharagpur. Kharagpur, an industrial town, which is located in the West Midnapore district of West Bengal, is all set to become one of the premier industrial hubs in the country.
Details of the Industrial Park :
The Industrial Park is spread over approx 1150 acres of land, the ownership of which rests with WBIDC
The Park is situated in the north – east end of Kharagpur in West Midnapore district of West Bengal.
The project site is bound by NH 6 connecting Mumbai, Kolkata in the North, NH 60 towards Balasore in the East and Orissa Trunk Road leading to the core city of Kharagpur. Kharagpur is an important railway junction, which is bound by the Kharagpur - Howrah line of South Eastern Railway.
The nearest port, Haldia, is at a distance of nearly 60 km and is well connected by rail and roads.
The park is being developed mainly for industrial manufacturing units, including their vendor parks etc.
M/s. Tata Hitachi Construction Machinery Company Limited (Formerly known as M/s. Telcon) has set up their unit in the park on 250 acres of land. They have achieved their commercial production.
A substantial area has also been earmarked for housing facilities for the employees of the companies interested in providing the same.
All prospective investors are entitled to incentives available as per West Bengal Incentive Scheme.
About Kharagpur
Kharagpur is an industrial town and divisional head quarter for South Eastern Railways.
It is about 120 km from Kolkata on NH 6 and well connected by roads and railways.
The town has Diesel and EMU workshops which have created opportunities for a large number of medium and large scale units, which have, in turn, given rise to a considerable number of ancillary units. The strategic location of the town has also helped in the establishment of consumer goods, plastic, chemical and engineering industries like Tata Metaliks, Flender McNeil and others.
Kharagpur has developed itself into a cosmopolitan township and is adjacent to Midnapore, the district headquarter. Being quite prominent towns in the district, the area is well serviced by police stations, post offices and branches of nearly all nationalized and private banks. The town also has a fair number of good quality regular as well as vocational schools. Kharagpur and Midnapore towns also offer proper residential facilities.
The prestigious “Indian Institute of Technology” is also located in the town.

Infrastructural Support at the Industrial Park :
WBIDC is responsible for developing the requisite infrastructure for the park.
Roads :All the plots within the Park are connected through arterial road of 20m and 17m width. The construction of road is complete.
Drainage System :RCC Box drain has already been constructed on both sides of the road along with 8 nos. of RCC Culvert.
Power : WBIDC initially allotted 3 acres and subsequently another 2.76 acres of land to West Bengal State Electricity Distribution Company Limited (WBSEDCL) for setting up a dedicated power sub-station for uninterrupted power supply for the industrial units. WBIDC has also allotted 4.84 acres of land to WBSETCL for setting up of a 220/132/33 KV Substation. Power tariff will be as per the existing tariff plans.
Water :Ground water can be used with the approval of appropriate authority till surface water is made available.
